Note (by Mr Wade). The Tsungli Yamen of Foreign Affairs is in reality afraid of committing itself with reference to the Chinese residing or constantly visiting Hongkong. At the conference at which the subject of this despatch was discussed, one Minister proposed that a register of the Hongkong Chinese population should be periodically furnished to the Governor of Canton.
An impression prevails at the Tsungli Yamen that by the payment of a fee the use of the British flag, and a certificate of British nationality are equally obtainable. (Signed) Th. Wade
